To late in the day to call PSE and do not recall if a 2nd service drop to existing building is OK, will check with them tomorrow, though maybe someone here knew.

Old section of our church is being considered for expanded food bank, was donated $10K worth of commercial refrigerators and freezers, 27 A total draw. Existing 200 A service is 100 ft away at other end of the building, and fire dept folks say it is already overloaded during multiple events (once covid is finished!) and added service required. Food bank distributes 20 tons (yes 40,000 pounds) of food a week to about 1000 to 1200 folks. Needless to say, food bank is expanding.

Existing service is overhead drop. PSE pole is actually closer to where the food bank portion of building expansion is.

Just curious at to other folks experience with 2nd service to existing building (original 120/240 200 A service circa 1956).

Not likely to work out.
'Basic rule is one service to a "building".
There are exception in 230.2 but we would need a lot more detail to see if any apply but from you you indicate so far you will probably end up upgrading the existing service or building a new one at the food bank and re-feeding the existing from there.
