And you think the inspector will be OK with using the "zip-ties" with a screw hole in them to secure my wire to the wall?

You mean like this?

This is the perfect job for the hilti gas operated nail gun gx100 I believe. shoots a small thin 1" nail into block as fast as you can pull the trigger.

Personally If I had to run vertical I would sleeve in EMT down into 1900 boxes with a mud ring and horizontal just kick plate the heck out of it. Look at 300.4

This could be considered over kill but I use MC cable and 4 sq. boxes ( side mounting bracket, two screws)with plaster rings. Use the longer nail guards and turn them side ways, this give complete cover. I figure that running horizontal I will only use about half the cable as running vertical so MC really doesn't cost anymore ( fewer splices and fewer junction boxes). It's easy to strap to the wall with MC one hole straps. I just use the little plastic anchors ( $4 a box). Few holes to drill or notch in wood( Irwin speed bore bit and cordless drill).

I even use the cordless hammer drill for the holes in block. If I was going to do a lot of these I would swith over to the powder actuated hilti. Most basements don't end up with that many receptacles on a block wall and I don't like loud noise.

I can wire a basement and never even get out the real tools.

I hate it when you guys use the power anchor they are such a pain in the a-- to remove..I know they will never remodel the basement..but on commercial jobs they suck..that is why they invented hammer drills and anchors with screws..I know you guys just build them and if you go back great extra cash..where you build them and service them we use screws..

In last 3 weeks i have shot over 2,000 of them pins with a ramset.Sorry but tapcons just simply would take far too long and cost far more.

I do understand the costs yet it still sucks to remove them....
Shooting the paslode fasttrack or hiltigx100 is a much lighter load and smaller usually 1" pin than the ramset/hilti powder actuated animal that is more meant for concrete and steel I beams. Straping one hole straps and the 1900 boxes on a block wall furred out with hat channel is very fast and efficient. The hilti is a much faster tool than the passlode like light years. It seemed to be more invented for shooting steel bottom track down to the concrete floor but electricians have adapted. Try not to remove them.

i have seen mc cable sheathing totally gone when attatched to leaky basement walls. The walls in your photo appear to leak or have leaked. this could be very detrimental to you and your friend

make sure walls are damp proof or waterproof or mc cable and metal fasteners will rust from water and salts. I've seen this many times and its an unpleasent experience.
