3 apt meter inside 1930 building

3 inside meters feeding 3 30 amp main with one 30 amp breaker . Can u install nonmetallic rx from meter to panel main. 3 feet away.
 
Short answer, as far as wiring methods: NO 230.43 does not recognize NM as a acceptable service wiring method.
As far as one 30 amp breaker.. I can't imagine an AHJ accepting it due to 230.79 requiremetns
