3 meter stack and main disconnect

Working in an underground panel upgrade in SF and was wondering about disconnect rules for a 3 meter stack (2 units and house meter)

This will be a 200 amp single phase service, is a main disconnect required for this stack or is the shutoff breaker under each meter sufficient?

If your 'units' are residential, the 3 breakers, one for each meter, should be fine.

San Francisco's version of 230.71 is significantly ammended compared to the NEC, generally requring a single disconnect where the NEC permits up to six. BUT there is an exception for up to (6) multi-family dwelling units that exempts you from needing a main disconnect.

If your units are commercial you may need a main disconnect.
