3 phase 480 volt meter base

Have a 7 jaw bypass type base to install. This unit has an insulated neutral bar that has a 10 gage white going to the 7th jaw in the center. There is a ground lug below this bar that has a ground wire with a lug attached to it that is designed to bond the neutral bar "where required". 2 questions. One is that I am not knowledgeble enough to know why the neutral is required. two does the neutral get bonded?
 
Only needed if it is a Y system, not needed if it is a delta. same can is used in both applications.

Of course if a Y neutral has to be bonded, here we use a can up to 200 amps after that it gets CT

The meter needs to have a reference to the neutral point in order to meter the power correctly. I don't understand the second question since everything in the meter fitting that is to be grounded is bonded to the neutral. :)
 
charlie. They leave the grounding pigtail unbonded as shipped from the factory. It appears that the pigtail would be bonded to the neutral only "when Required" which it seems is always if I understand correctly.
 
I think we are having a communication issue with the use of the word bonded.

As far as the 10 AWG wire from the seventh terminal you must connect that wire to the neutral of the supply system. If you want to call that 'bonding' go ahead but I think that is leading to confusion.

All non current carrying metal parts of the meter enclosure must be bonded to the neutral as well.
