3 phase and ccc question

Probably a stupid question but im gonna ask any way. Would a 3 phase heater be counted as a ccc or because its 3 phase no neuttal and its balanced, it wont be counted. Its a 4 wire 3 phase 120/208 system

Are you asking if the three conductors going to a three phase heater are current carrying conductors? If so, yes - balanced or not, they are carrying current.

Whether neutral required or not, a 3? heater will have 3 CCC's.
