3 phase meter panel wiring

Ignorant question but I have a customer with a restaurant with 3 phase at the mast but they are running on a 200a single phase panel. They are adding a patio bar and I want to up the service (I came in half way through the job). He does not need 3 phase at this point, but I have a 320a 3 phase meter socket in a big box. I would like to split it to the existing panel and a subpanel (probably both single phase for now or one 3 phase). Both will have disconnects (main breakers).
The meter has one set of lugs. *Can I use splice blocks in the meter can to feed both panels directly from the meter?
 
That is something that you have to ask your utility...some will not permit anything like that in their meter can.
In addition, there are no splice blocks on the market at this time that meet the requirements of 230.46 in the 2020 code.
