Yes. Here the utility requires a bypass for non residential meters. Did a mixed use building, and they required one for the commercial spaces and the house panel. I'm sure you are limited to the same type within each stack, so you may end up with bypass sockets where they wouldn't otherwise be needed.

Here the utility also requires bypass for commercial units but I personally never used or came across any 3 phase stacks typically there individual enclosures

The last one I did was 8 total meters, 4 dwellings and 4 commercial, so one stack with no bypass, one with bypass.
