For 3 phase unbalanced panel where in nec 2014 it says panel has to be balance? Also where it says to provide neutral sizing calculation for unbalance panleboard load?

Your AHJ or building officials may require this proof but nothing in the NEC requires it, that I am aware of. Your conductors must be sized for the load. Calculating a 3 phase load of 100 amps and then putting it all on phase A would be frowned on.
