I was in a panel today and noticed several 3 pole breakers that only had 2 wires on them feeding single phase loads. Is there anything in the NEC that prohibits this? Thank you, Brian.

Perhaps this was some sort of effort to "tie up" the high leg so that it wouldn't accidentally get used?

It was a tight fit. The hardest ones are those little old federal pacific panels. Luckily I am able to dislocate both shoulders.Originally posted by jimwalker:
