3 pole into 1 pole

Was the handle tie factory-installed, or was it an add-on? If the tie is factory-installed, my take is that it would not permitted because you are modifying the device, and thus it is no longer an approved "labeled & listed" device.
 
Is it legal to take the tie handle off of a 3 pole 20 amp bolt on breaker, and turn it into 3 single pole breakers?

First question, If you did so you still would have a common trip breaker where if one pole tripped it would laso trip the other 2. Would that be acceptable? If it isn't acceptable then your question is mute.
 
The handle tie was factory installed. My assumption would be that the handle tie is the only thing making it a common trip, as you can independently turn each pole on and off. But I don't know if all 3 will trip together with the hangle is removed, and under "trip" situation.

Handle ties do not make it a common trip. The common trip is internal to the breaker. It will still be a common trip breaker after you remove the tie.
