3 position switch-neutral tied

I have a 30 amp 3 pole 3 position switch which is going to feed some equipment at a police station. Just 2 circuits, one pole is not used.

One side is normal power the other is to a generator which has to be started by hand and the common poles go to outlets to feed equipment.

My question is can the neutrals from normal power and generator power land on the same block. I thought I should switch the neutrals. If I don't will this cause any problems? Because power will come back on while the generator is supply power to equipment. And then the neutrals then become common to each other. Before they reconnect to normal power. And turn off generator.

We have alot of power outages here and they have been starting the generator and plugging ex. cords to equipment.

It is a 5000 watt portable generator. Just like you use on a job site.
Nothing attached til you plug in ex. cords to power equipment.

The grounding is at the service panel and the generator is not grounded. Or should I say no grounding outside the internal of the generator. No ground rod to generator or grounding of any type.

Completely separate power source when normal power is down. But will be running when and powering receps for equipment during power outages.

But when power comes back on line generator will be running til someone turns it off and switches back to normal power.

Neutrals will be tied together til generator is turned off.

I think they need to be separate.
