Amp meter cans and disconnects on service.
Can I add additional 200 Amp meter can and disconnect?

The POCO does not follow the NEC for Ampacity. If you are concerned, you will need to do the load calculations or recordings to determine the suitability.

It will depend on where your responsibility begins.

What POCO feeds to service drop is irrelevant as they have their own standards that by NEC seem to be inadequate as Tom stated.
Your concern should 1, be will existing service drop be adequate for your new load demand. Then 2, likely would need to inform POCO of your new proposed load and allow their engineers to calculate their xfmr and load capacity for their installation. If they're ok with the capacity and your service drop is adequate from the NEC, then adding another disconnect isn't a problem as you still are under 6 disconnects. You may need to do load calculation of the existing loads in addition to your new loads using the NEC criteria if existing loads are not full known. A 200 amp panel does not mean a 200A load.
