What year did a 3 wire feeder to a sub panel within the same structure as the main service become illegal? Have an older house that got taged by a home inspector for the aforementioned scenario.

I don't know but would guess at least 60-70 years ago minimum.

3 wire feeder to a separate structure was acceptable much more recently.

And by this do you mean an insulated neutral being used to bond the sub-panel's enclosure?

Ok, found it dis-allowed in '37.

2562. Grounding Equipment to Circuit Conductor Prohibited. The grounded circuit conductor of an interior wiring system shall not be used for grounding equipment, cable armor, or metal raceways, except by special permission as provided in sub-paragraph 2559-c.

Section 2559-c only allows other methods by special permission, and references ranges.
