30 amp breaker and wire

I'm rewiring a whole house "box, breakers, wire, lights, and receptacles". I'm doing it myself and I was wondering if I can run all 30 amp wires and use 30 amp breakers but use all 20 amp receptacles lights, and switches. Besides the cost what would be the downside? I believe that if more than 21 amp is drawn the breaker would not trip and it could damage the receptacles. Then should I just run 30 amp wire with 20 amp breaker? I was given 500 ft of 30/2 with ground wire which is about $1000 and 12 30 amp breakers for free. So I did not want the to go to waste
