It looks to me like 12 AWG Steel tie wire painted red (some sort of marking is NEC required) it also looks fastened at both ends as required by the NEC.

I agree, or if I just don't want the ceiling guy using my tie wire. I usually paint it fluorescent orange while its still bundled regardless of the ceiling type.

Good point as well. Matter of fact I am spray painting 2 bundles and hanging tomorrow. Gonna be easier now than later.
 
If the cables are 6' or less they didn't need support anyways.

Bingo, it is steel ceiling wire. The apprentice was following 300.11 - ...Where independent support wires are used, they shall be secured at both ends.

I just think that it was creative to s-curve the wire to get a support on the wires. I would never do it, just made me laugh.

Pic isn't so good because I took it with a cell phone and a flash light.
