300.14 interpretation

In 300.14, it says any box with dimension under 8” must have the wire extend 3” outside the opening of the box. Would a pigtail and a wirenut extending a wire too short suffice for the code? Or must the wire be unbroken?
 
According to the substantiation when the point of measurement was set some time back there was mention of enough wire sticking out to to make splices.
So I would say it must be unbroken IMO.
If we could splice it there would be no need for the measurement point or the requirement to start with

Fair enough, was the way I was leaning, but wanted a second opinion
 
There were some PIs on this issue for the 2023 code. As I recall the panel statement from the first draft meeting said splices are permitted for this purpose, but I could be incorrect. I was switching back and forth between 2 or 3 meetings when I was listening in.

We will know what they said when the first draft report is released in early July. Of course that is not the final word as there is the second draft, the annual meeting, and a couple of other steps beyond that.
