I don't know how new this is, but from what I can tell, it takes substantially less space in a box than the puddy pad. And I just thought it was neat. Couldn't find a pic on the internet of the after activiation, so this is a pic from the magazine.
 
I was watching the Understanding the 2020 NEC - DVD and on Article 300, about 2 hours and 45 minutes in they showed this graphic. Mr. Holt said he heard a comment somewhere that asked how it would affect box fill, he didn't have an answer. Brian and Joel agreed box fill might be an issue.

Does the NEC specifically require a fill adjustment for these pads
While the NEC does not specifically address a fill adjustment for the pads, box fill is based upon the area of space given in table 314.16 A. IMHO if any material of any kind is inserted in the box then the minimum volume of the box would have to be recalculated.

How would one determine how many conductors to deduct for the pad? I see nothing in the NEC that requires an adjustment when using these pads. That's not to say that in the future there won't but until then. 🤫

There are several ways to do it but my question is why bother when it's not required. :)
Well, at the very least it's a non-metallic barrier, so if its volume is not marked, you should deduct 1.0 in^3. If the thickness is only 1/16", that would be about right, anyway.

You would think that these pads are not legal if they are not listed and how many cubic inches they take up. At the hospital that I retired about 10 years ago they were going to purchase around 10 cases of 4' LED lamps that bypassed the existing ballast. Was another questionable product made in communist China with no product UL or or approved agency sticker so I convinced them to not walk but run away from them.
