Question 1: Does a pull box meet the criteria of a raceway (2017 Codebook)?
I am currently coming from two separate panels, one 277V and the other 208V, and both are feeding into one pull box. Out of the pull box both voltages are in one conduit and feed an additional pull box. From the second pull box they then get split and each run into their own conduit (using THHN 600V rated wire).

Question 2: What is the code book reference for splitting boxes with two different voltages for devices (switches).
I know when entering a box with a devices (switches) I have to separate the box. However, I always thought that a pull box is considered part of a raceway in which case it wouldn't require separation. Is my thinking correct?

A pull box is not a raceway. In the eyes of the NEC a barrier in a pull box makes into two separate boxes.

As long as the insulation is listed for the highest voltage you can run 12v with 277. Happens a lot with led with low voltage dimmers

Unless, of course, the 12V circuit is limited energy, Class 2 or Class 3 rather than a power circuit. In that case the code prohibits the mixing. You can often reclassify the circuit as Class 1 and use Chapter 3 wiring to enable the mixing.
