(B) Conductors of the Same Circuit :
"All conductors of the same circuit and, where used, the grounded conductor and all equipment grounding conductors and bonding conductors shall be contained within the same raceway, auxiliary gutter, cable tray, cablebus assembly, trench, cable, or cord, unless otherwise permitted in accordance with 300.3(B)(1) through (B)(4)."

Please explain for me, above "All conductors" does not include "the ungrounded conductors" ???

It is an odd way to word it but the 'where used' allows us to install a switch leg into a circuit without bringing the grounded conductor along.

why would it not include the ungrounded conductors ?

not to "the ungrounded conductors". My mean is hot wire.
 
I may not understand your question, but note it starts all "all condcutors" which would include your ungrounded condcutors.
You could have a conduit with only ungrounded conductors. The grounded, equipment grounding, and bonding conductors "where used" would need to be included.
For example, a 3 phase parallel conductor run would include all three phases in each conduit, and the grounded conductor where used.

There are exceptions.

404.2
(C) Switches Controlling Lighting Loads. Where
switches control lighting loads supplied by a grounded general
purpose branch circuit, a grounded circuit conductor
shall be provided at the switch location. [ROP 9-95]

Exception: The grounded circuit conductor shall be permitted
to be omitted from the switch enclosure where either
of the conditions in (1) or (2) apply: [ROP 9-95]

(1) Conductors for switches controlling lighting loads enter
the device box through a raceway. [ROP 9-95]

(2) Cable assemblies for switches controlling lighting enter
the box through a framing cavity that is open at the
top or bottom on the same floor level, or through a
wall, floor, or ceiling that is unfinished on one side
