300.34 is found in

Part II. Requirements for over 1000 Volts, Nominal.

It is unlikely that it would have anything to do with utility wiring since they are covered under other standards, and telecom wiring is typically not over 1000V.

Telecom conductors would fall under chapters 7 and 8 anyway, not chapter 3 wiring methods. Coaxial cable is shielded, Cat5e Cat6 6a and 7 with screen or shielded pairs, however I have never worked on the stuff and would have to look in my tdmm books, and if one or both ends of the cable would be connected to shielded jacks... I think it is both ends though.

Years ago when I was on a telecom forum, the topic was occasionally brought up, and as far as I remember trying to wring every last bit of speed and bandwidth out of twisted pair cabling shielded Cat6 a, cat 7) was regarded as more trouble than just installing fiber.
