300.4 d and phone wire

AHJ wants all phone wire to be installed in accordance with 300.4 d citing 800.6.The 2002 nec
added to comply with 300.4 d,Now I don`t have a problem with this just curious if other areas are doing the same

If your AHJ is the one who quoted the code references that is great. We are trying to see more of that in our jurisdiction.
The answer to your question is yes. The NY Board is enforcing this in our jurisdiction, and actually has been for some time.
