300.5 725.3

Friday I asked why 300.5 column 5 didn't apply to all class 2 and 3 circuits. The reply posted (thank you) sent me to 725.3. At the time this post seemed quite clear. Now I'm thinking aren't irrigation control and landscape lighting under 30 volts class 2 circuits? What makes these types of cirs. require their listing in 300.5?

Not sure about the irrigation control circuits, but most low voltage landscape lighting powere supplies are not Class 2 circuits.
