300.5 (G) Raceway Seals

I have an inspector requiring me to seal any conduit leaving grade and entering service equipment. He is claiming that the conduit can be pressurized and water can "shoot up and contact live parts" reference 300.5 (G). Has anyone else been required to do this?
 
The requirement is to keep air from moving through the raceway. We just seal one side with duct seal.
 
there have been some downhill situations that introduce water @ the bottom of a run , but that is usually thought out ~RJ~
 
230.8 Raceway Seal. Where a service raceway enters a building
or structure from an underground distribution system, it shall be
sealed in accordance with 300.5(G). Spare or unused raceways
shall also be sealed. Sealants shall be identified for use with the
cable insulation, shield, or other components.

There is a similar rule for outside feeders.

As an ex-POCO engineer, we always recommended sealing ducts entering service equipment. On one case, you can get water from the utility into your equipment and in the other, you can get moisture condensing in your equipment from vapor moving through the duct. Either way you win by sealing the duct.

you are also going to have conductors that are running hotter than the water that may collect in the conduit, this will cause an increase in water vapor.
