Various New England poco's require the slip coupling on underground service raceways, both on the pole end and on the meter end.
 
Our local utility requires the following for underground services.
2. The service riser to the meter enclosure shall include an expansion coupling that allows for a 8” fall.

You will not get the power turned on if you don't comply. To me this requirement does not really accomplish anything as while the conduit may have 8" of travel the conductors do not.

I never quite got this. What keeps the wires from ripping out if the ground settles?
