For the people who are in areas of the country where this is a factor, do you follow this requirement? If not , why not?

If you follow this requirement, do you enforce/install for all raceways or for PVC only?

Yes, always.

Various New England poco's require the slip coupling on underground service raceways, both on the pole end and on the meter end.

Our local utility requires the following for underground services.

2. The service riser to the meter enclosure shall include an expansion coupling that allows for a 8” fall.

You will not get the power turned on if you don't comply. To me this requirement does not really accomplish anything as while the conduit may have 8" of travel the conductors do not.
