Does 300.6(D) apply to commercial kitchens for the 1/4 spacing behind boxes and horizontal conduit? An inspector is quoting this for a wedding reception kitchen

EI is confusing a commercial kitchen with a food processing facility.
This is here to allow for pressure wash down cleaning.

Is he asking for wash down rated devices and equipment connections?
