Can Garflex tubing be installed in cable tray if it carries ethernet cabling? Field has already installed it but not sure its consistent with 300.8

Any wiring method can be installed in a cable tray, it’s a support system. Carflex gives the separation from tray cable individual conductors. I am not a big fan of pulling thru long runs of carflex. I would install a divider.
I installed cat 5, coax, fire alarm in a cable tray, and the power wiring is a chapter 3 wiring method so no separation required
