300 KVA Challenger transformer (shipping bracket?)

Is the bracket in the attached pic a shipping bracket that should be removed?
I was asked to look at a 300KVA 480-208 wye transformer feeding tenant panels of an office building because it's loud. The building was built in 1986, original transformer. I don't have access to any original documentation for this obsolete transformer. I don't remember the shipping configuration of the last transformer I installed, its been several years.

Looks like a shipping bracket, bottom is not in photo, but should be sitting on rubber cushions.

Yes it is sitting on rubber bushings (see photo). There are also dried up thin rubber washers between what I suspect to be the shipping bracket and the case (previous photo)
