I am going to install a 3000amp,3 phase 480 volt feeder busduct from switchgear to transfer switch for normal power. The transition from busduct to equipment is through a tap box with 8 parallel runs 4" flex with 500MCM. The emergency side of the transfer switch is fed with eight parallel runs of 500MCM IN 4" with 500MCM ground in each conduit. The load side of the transfer switch is also conduit and wire. Does the feeder bus need a 100% ground or can I use a case ground. If I can use a case ground(tap box has less than eight ground lugs) What would I do about the transition from busduct to equipment and the eight parallel flex runs. I need a ground wire in all eight

Take a look at 250.122(F). You would base your parallel EGC's size off of Table 250.122.
