Can you use the Secondary Side of a 12.47KV-208Y/120V 3P 300KVA as a common gutter to feed a Switchgear and then subfeed your distribution.

I see two problems with the install. The distance between raceways is less than 24" (314.28(A)2 and the phase conductors are not seperated properly between the entries. (310.4(C). I take it the bottom conduits are bonded to the transformer.
Rick, I questioned the distance, then let it slide as I didn't know the dimensions, but on 2nd look, sizing by conduit to distance, you are correct.

The 2nd nipple contains XO and X1 the 3rd nipple contains X1 and X2. Each nipple should contain a full complement of XO-X1-X2-X3. Depending on the length of the nipple, could be a derating issue also. I would question the load side conductors also but cannot follow each close enough.
