110.26(A) applies to this disconnect, but 110.26(E) does not, so the 3' is required, but the 6' is not.

I read, some time ago, the proposal was made to specify a switch was to be included in the required clearance as indicated by 110.26(A)
This was rejected due to the application would fit every switch on a premises. If you allowed 3 feet by 2 1/2' at every switch you couldn't occupy the place.
