1) I have a 30 kw single phase generator on a pad/structure remote from the house for emergency use only. I believe is a non-sds
2) 230.35 B seems to tell me I need a equipment bonding jumper between the gen disconnect and the ATS
3) My ATS will have a 3 wire from meter,4 wires from my panel and 4 wires from gen.

Question 1) Seems to me I need to have 4 wires (2 ungrounded, 1 grounded and 1 ebj) based on 230.35 B. Correct ?

Question 2) If so the neutral and ebj connect together in the ATS? Seems redundant, what am I missing here?

If your ATS is does not switch the neutral, your generator is not a SDS (see definitions), so your neutral should not be connected to the ground at the generator or any point other than you service point (ATS if service rated) {see 250.24(A)(5)}
Grounding of your generator would be accomplished by a EGC installed from your ATS.
