What kind of layout are you considering? The 25 amp limitation seems to be per secondary circuit. You could add more.

this was a ? on a test i seeat 411 where it says 25 but when you look at 411.6 it says 20 amps

That's the primary (line side) of the transformer.

Looking again at 411.6 it sure is worded vaguely. I'm sure the intent is the primary side current but they sure could have done a better job writing it.
