Am I correct saying the A phase set of paralleled conductors can be longer than the C phase set if all other conditions are met?

Yes. The matching requirement applies only to the conductors of each phase seperately.

I agree... In fact they may be different characteristics also. Thus "A" phase may be copper and "B" phase may be aluminum but you wont see that often
