I don't have it in mine... Have you checked the Errata sheets for the 2014?

2014 ROC says it was accepted -- Apparently never made it into the errata's as the online version is missing (6)

It doesn't appear in Mike Holt's 2014 code changes book either. Sounds like they wanted to clarify whether or not stuff like this is code compliant:

It was deleted at the annual meeting. The transcript can be found at:

Certainly appears the reasoning is based upon conflicting code sections to the proposal. To me it read, the established methods 300.22 have proven effective. Seems the proposal did emphasize issues with magnetic currents/over heating and was passed in the ROC as a safety measure. Bottom line - the proposal was voted out 140 to 118 and is not code. Thanks for the info . This will not make my free code change seminar for local sparky's.
