Does this state that I must increase my wire size to the next larger conductor even if my load is still within my conductor's derated range?
i.e. I have a 7 amp load on a #12 conductor that is reduced to 50% of it's ampacity or from 25 amps to 12.5 amps.
Hopefully this makes sense to someone. Thanks

That is not what it states. All that matters is that your load must be below the ampacity of the conductor, after that ampacity has been adjusted for any derating factors. In your example, 7 is lower than 12.5, so you can use that size wire to feed that load.
