states that if you have over 20 ccc's you must derate by 60%. Is there any code which states how many can be bundled together.

I'm almost certain that I read somewhere that the limit on bundling was the total diameter of the bundle be less than 24".
 
Bundling is not defined by the NEC, but in answer to your question the size of the bundle is irrelevant to the calculation as is the number of cables. The one thing that is relevant is the number of CCC's. As you've said once you reach 20 CCC's then you must use a 40% reduction in ampacity.
