No This is the neutral that carries the unbalanced load in a multiwire branch circuit. Thus in a single phase system where you run 2 conductors on different phases and a common neutral or a 3 phase system where you have 3 conductors on different phases and a common neutral. then the neutral conductor would not count.

It would -- I missed the service part. I thought he was asking about something else. So we are talking parallel service conductors??? I assume.

Good question. For a 120/240 volt, 1? service you would never exceed 3 CCC's so I'm wonder that myself.
