You can use it to size feeders to individual dwelling units - if any of the units meet the NEC definition of a dwelling unit.

The service that supplies more then just a dwelling - no.

copied from 2014 NEC:

"For one-family dwellings and the individual dwelling units of two-family and multifamily dwellings...."
