Does that mean, if you have a 320amp meterbase, you could use wire rated for 83% of that load?

Or does it mean, if your calculated load for the house is 270 amps, you could use wire rated for 83% of that load?

83% applies to the rating of the service, which means you'll have to round up to the actual service rating & service OCPD rating you will be using.

If your calculated load is 270A, the smallest service you could have a 300A service rating. Therefore you'd use 83% of 300A to size the service conductors.
