310-16 vs 400.5

What is the difference between the allowable ampacities described in table 310-16, and the allowable ampacities described in table 400.5. I thought that 300-16 described unbundled (not in a cord) cables ran in a raceway, while 400.5 stated the ampacities for 2 and 3 current carrying conductors in a cord or cable.

Looking at 300-16 it also says "Three current carrying conductors in a raceway, cable, or earth.

Would saying that table 310-16 is for "flexible cords and cables" like (SOOW, SOOO, SO) while 310-16 is for conductors (thhhn, mtw, for example).

I did not think I could get "Cable" in thhn, mtw, thwn...I thought it always had to come in the "flexible cord and cable" (SOOW, SOOO, SO).
