Is 312.2 the only article to be concerned about when mounting a panelboard to an interior block wall. I usually use strut but the extra thickness would make my working clearences non compliant.
 
Remember that the back of most panel boards has that dimple in each corner that pushes it out the 1/4" necessary to comply with 312.2.
 
the dimples are compliant, but I've often used a piece of 1/2" plywood, painted (by me), to make it look good and get the panel further away from the condensation that builds up on walls like that in our region.
 
Is this interior block wall a damp or wet location? If not no airspace is required. All of the commercial panel boards we install do not have dimples on the back.
