312.6B, bending space

I don’t quite understand this chart. For example if I have single conductor 500kCMIL 600V, XHHW-2, bottom feed into a switchgear base plate with lugs (removable type straight in) vendor provided it appears I only need 14” of vertical space? Or does the 14” refer to bending space?

Yes and Its bending space, see Note 1 at the bottom of the table and 312.6(B)(2)
and keep 312.7 in mind.
