Would 314.23 prohibit an outlet box from being mounted to air handler ductwork?

I'm not sure that it does, but I'm pretty sure that the mechanical guys would prefer that you didn't drill holes in their duct work.

They also are not fond of long sheet metal screws sticking into the duct collecting lint, etc.
And the mission impossible guys might hurt themselves on the screws when crawling through the ductwork.
