314.29 pull box near switchgear install

We have a new installation where a 4x4 junction box is being used as a pull box (no terminations, just used to feed through to the external wall). Equipment is being installed that would cover the box, but I'm told that the equipment is technically removable. 314.29 requires that it be accessible without removing any part of the building, but must this switchgear be considered part of the building?
 
IMHO, The switchgear is part of the building and if you have to remove the switchgear to access the pull box then that violates 314.29

Fastened in place, permanently installed or located to be on a specific circuit counts for branch devices. How much more for service equipment?
