Does the NECsay this is aloud? Our Coop has decided for the most part to run with NEC ruleson most items in our metering handbook so we were trying to interpret if infact this would be ok. We used to not approve this in "our" spec.

Well the NEC is mostly silent on this issue. Adobe acrobat will read a PDF for you.
And the NEC does not require meters. However you could apply the clearance rules in 110, but mostly the POCO determines whats allowed for meters
