330.30 (D,2)

I am installing typical "accessible" (t-bar) ceiling items (luminaires, occ sensors, etc.). My inspector is questioning the fact that I have no "support" within 12". (I have a support @ 4'-5')
He refers to 330.30 and says that 330.30(D,2) does not reference "secured" so he is enforcing that I supports the MC, flex within 12".

NEC does not have a definition of "secured" or "supported".
