(C) In Unfinished Basements and Crawl Spaces. Where cable is run at angles with joists in unfinished basements and crawlspaces, it shall be permissible to secure cables not smaller than two 6 AWG or three 8 AWG conductors directly to the lower edges of the joists. Smaller cables shall be run either through bored holes in joists or on running boards. Nonmetallic sheathed cable installed on the wall of an unfinished basement shall be permitted to be installed in a listed conduit or tubing or shall be protected in accordance with 300.4.

If I go with the option in red, what exactly does that mean? Looking through 300.4 it doesnt seem like anything applies to surface mounting on a wall.
 
If you install nm cable on a cement wall or cinder block wall you can just sleeve it in emt or PVC. It really depends on the application. What exactly are you trying to do.
 
The sentence "Nonmetallic sheathed cable installed on the wall of an unfinished basement shall be permitted to be installed in a listed conduit or tubing or shall be protected in accordance with 300.4" imposes no requirement. I choose the "shall be permitted" branch of the or, and then I choose not to use that permission. : - )

Dennis, yes you can use a raceway which would be the first option. I am curious about the second option, which I emphasized in red, what that would look like. It is not clear to me how to apply that to the situation of NM surface mounted on a basement wall.

The part in red is saying that you can use any method from 300.4. I don't think 300.4 has to relate to your situation but just to use protection such as boxing the wire in or nailing a stud to the wall and stapling down the side. Imo, that is what the code is referring to.
