3500 KVA Mineral Oil Transformer installed indoors temporarily

I have a temporary installation of a 3500KVA mineral oil transformer installed indoors in a mechanical room. This needs to be done temporarily until a permanent transformer can be purchased to replace an existing system. Are there any exceptions to the rental transformer being installed indoors not in a dedicated transformer vault? If there isn't, is the best solution to either install outdoors or build a 1hr fire rated room around the transformer and run a sprinkler line into the room for the exception to the 3-Hour fire rating requirement?
