36" space in front (mobile enclosure)

Hello. We have several pieces of equipment that are mobile and easy to move. Sometimes the electrical panels that house the I/O, contactors, power, CB's etc... are up against a wall. If service is needed the system is on wheels and can be moved or pivoted to get the proper clearance. These systems are all corded, with 240VAC wall plugs...not disconnects or permanent power is attached. Is it okay to be able to move them when needing service to get the required 36" x 30" space or is that required at all times?
 
Is the equipment required to be energized to be serviced?

If yes, then can someone get the proper clearance by moving or pivoting the equipment while it is energized?
 
In most cases, it will be de-energized but could be troubleshoot live if necessary following NFPA guidelines. In either case, the equipment can be pivoted or moved to give more than the required space necessary to access the panels.
 
In my opinion, it sounds okay. So long as the space needed to service the equipment is available by moving it or pivoting it.

An AHJ might interpret it differently.
